Topographic and geodesic surveys

Large scale topographic survey (of 1:200; 1:500; 1:1000; 1:2000; 1:5000 and 1:10000 scales) is the most mass and popular kind of works as part of engineering and geodesic surveys.

The result of topographic survey execution is a topographic plan in digital, graphic, photographic and other form at which depending on the scale buildings, structures, facilities, underground, ground and above ground communication lines, elements of planning and landscaping, safe boards, roads, hydrography and hydraulic facilities, vegetation, terrain, etc. are shown.

Accurateness, completeness and degree of detail of the plan are determined by survey scale on the basis of supposed building objects tasks. For instance, topographic plans of 1:500 scale are used for purposes of landscape design, public services and amenities, detailed projecting of engineering networks and facilities and of 1:10000 and 1:25000 scales – for development of towns and localities plans, industrial hubs, transportation ways, territorial land development projects, etc.

In case of availability of qualitatively executed but obsolete topographic survey in connection with works executed at the object at the customer, in the archives of Nadir LLP or local authorized architectural body (Architecture and Town Building Department of the city of Astana), it is appropriately corrected (buildings, structures, elements of public services and amenities and engineering communications application).

Engineering and geodesic building support

Collection and analysis of the past years’ survey materials, creation of surveying geodesic networks, underground and over ground facilities surveying, line structures routes surveying, alignment and survey stationing of the planned engineering facilities, building axes survey stationing, buildings and structures deformation observation, special geodesic works (horizontal and vertical tie-in of mine workings, geophysical survey points, architectural projections and set-offs of buildings, underground facilities, survey stationing of trenches or dug pits, stationing geodesic works, existing railway stations and hubs surveying, determination of suspensions and deflections of power lines wires, etc.), execution and multiplication of engineering and topographic plans and other documentation, calculation of ground excavation, geodesic control of geometric parameters of buildings and structures under construction.

As-built surveys

At different building stages it is necessary to execute as-built survey that is compliance control of the executed works to the planned ones. As-built geodesic survey of structure elements and parts of buildings and facilities subject to as-built survey is established by the project organization.

All the over ground and underground communications are subject to obligatory as-built survey. Underground communication as-built survey is executed in open trenches and excavations prior to their back filling.

Office analysis

Office analysis of field survey materials is executed with the use of special-purpose, certified software GEONICS.

Works on conversion of graphic documentation (maps, plans, drawings, schemes, etc.) from paper into electronic form is executed as well

The whole complex of geodesic works is executed with the use of modern high-accuracy equipment: electronic tachometers, satellite positioning systems (GPS) and high performance licensed software.

Results of the executed geodesic works are provided in the form suitable for the customer

The inhabitants of many cities and localities have been already accustomed to the problem of location of building No. 23 near their building No. 13 and lack of buildings No. 15, 17, 19 and 21.

Generally, this problem is exacerbated by the need to find those buildings No. 15, 17, 19, etc., buildings to visit the pharmacy, store, apartment or something else to your taste.

That moment person thinks for a minute about who is still assigning numbers for buildings and remembers this unknown for him/her way (organization, person or whatever comes to mind this moment) unkindly.

With the assistance of residents, taxi driver or someone else after all the building is found and the finder remembers its location forever.

It is even worse if you need to find the building in Shkolnaya, Stroitelnaya, Naberezhnaya or Rechnaya Street.

If you are not lucky and you will not find this building in this street, take it easy, there are still one or two streets with the same name. Looking for the twins you may seek help of postmen, taxi drivers, paramedics or policemen but nowadays not everyone will give a helping hand to another person.

However, there is no guarantee that one or another found street will be regular or at least curved with two building fronts. If you look attentively you can find streets with tree-like, parting structure or breaks.

Let us consider economic aspect of the issue. The basis of calculation will cover the following indices:

Total annual conditional loss is 20*100*20*30,000/22/8 = 6,818,181 tenge.

As you have probably noticed this calculation is conditional but at the same time the indices are quite optimistic given the fact that Astana, for example, has more than 70,000 buildings and structures as well as more than 800 streets which half has problems either with names or structure.

Now let us make conditional calculation using the example of “Address bureau” building.

Address system, in our opinion, is necessary, first of all, for unique identification of item of immovable property on the locality territory providing address clarity as well as its fast finding in space.

State Town Planning Cadaster

The State Town Planning Cadaster (STPC) is a state system of quantitative and qualitative indicators including town planning regulations, cartographic, statistic and text information.

The information characterizes the territory of town planning, architectural and construction activities on grounds of its usage legal status, engineering and technical provision level, parameters and conditions of objects located on it, as well as natural climatic conditions and ecological condition.

Using the unique experience accumulated by the Company employees during creation of STPC of Astana, Nadir LLP conducts delivery, implementation and technical support of the automated information system for STPC (STPC AIS) of basic and regional levels.

When using STPC AIS, high performance indicators are achieved due to the use of a unique combination of the two main STPC AIS subsystems: Geo information subsystem and Cadastral document flow subsystem.

Geo information subsystem

I. City duty plan (actual condition)

The City duty plan module is developed on the basis of the following:

  • Archive materials of past years’ surveys – map-boards scale 1:500, scale 1:2000, scale 1:10000, scale 1:25000
  • Aerial photographic images.
  • Earth remote sensing data – space images.
  • Materials of topographical surveys scale 1:500, scale 1:2000.

The module’s data base includes more than 600 accounting objects, among them buildings and structures, land cadaster data (land plots involved in commerce in land), objects of engineering and transport infrastructure, natural landscape, public services and amenities, and landscaping.

When developing the city duty plan, first an electronic map of the city is created based on materials of scale 1:2000 and a unified data base of city addresses is formed i.e. address register providing the main means for quick and effective localization of objects within the city.

It should be noted that no systematic renewal of topographic materials has been carried out since 90s of the previous century till now, which means that there is no reliable source of information for developing a full-fledged duty plan of the city.

This fact leads to the necessity of conducting topographic and geodesic surveys across the whole territory of the city of scale 1:500; and foremost, inventorying the utilities.

II. Summary city development plan (future condition)

The main purpose of this module is carrying out systematic collection, storage and provision to STPC AIS users of town planning project materials in the unified coordinate system of town planning space, which enables to operatively combine these graphic materials with those from the other two modules.

In the summary city development plan, existing graphic materials from town planning projects are once collected in a systematic way, following which they are constantly renewed using new ones:

  • LOCALITY MASTER PLAN (scheme for integrated town planning assessment of territories, master plan principal drawing, street and road network and transport scheme, engineering equipment and land development scheme).
  • SITE PROJECTS (site development sketch and functional urban development zoning plan, transport, street and road network arrangement scheme, engineering equipment and land development scheme, territory vertical planning and land development scheme, red line layout drawing, cross-sectional street profiles).
  • SITE DEVELOPMENT PROJECT (site development master plan, landscape plan, excavation plan, utilities summary plan, buildings and structures layout).

III. Summary city architectural and building plan (process of actual reclamation)

The process of monitoring the actual reclamation of town and locality territories is an important element of the governmental regulation in town planning and architectural and building activities.

The Summary City Architectural and Building Plan actively interacts with the cadastral document flow subsystem. This module contains the following materials:

  • Allocation of land plots for the purposes of design, construction or reconstruction.
  • Allocation of land plots for the purposes of construction and reconstruction.
  • Draft design materials (Land plot master plan).
  • Schemes of the connecting routes between designed objects and utilities.
  • Graphic materials from construction projects.

Cadastral document flow subsystem

The cadastral document flow subsystem is a specialized production module of an electronic document flow turnaround system (DFTS) built on the basis of Optimus DFTS.

The cadastral document flow subsystem solves the following tasks:

  1. Registration and storage of town planning and architectural and building documents (hereafter referred to as documents).
  2. Keeping a data base of document requisites and document icons.
  3. 3. Generation and keeping of a cadastral record.
  4. Document transfer and administration.
  5. Automated generation of derivative documents.
  6. Archiving of cadastral records and documents.
  7. Generation of records.

The large practical experience of our professionals provides means for STPC AIS effective integration to established production processes in the management of town planning space development.

At the stage of budget requests generation and justification by architecture and construction authorized bodies, Nadir LLP provides services on pre-project investigation and development of design and estimate documentation, develops and agrees technical design assignment (technical specification).
